Japan has unveiled a new defense strategy emphasizing the rapid adoption of drone technology, artificial intelligence, and advanced weapons systems, as Tokyo seeks to modernize its military capabilities in response to an increasingly complex regional security environment.

The Japanese government on Tuesday approved its 2026 Defense White Paper, a 598-page report outlining the country's security priorities, military assessments, and long-term defense strategy.

The report underscores Japan's determination to strengthen its defense posture by incorporating lessons from recent conflicts, particularly the extensive use of drones and artificial intelligence in the wars in Ukraine and the Middle East.

The white paper states that Japan must adapt to "new ways of warfare," highlighting the growing importance of unmanned systems, precision strike capabilities, and artificial intelligence on the modern battlefield.

Defense Minister Shinjiro Koizumi has stressed that speed in developing new technologies will be critical to maintaining Japan's military readiness.

As part of this effort, Japan's Acquisition, Technology and Logistics Agency recently selected four companies from 38 applicants to participate in a fast-track combat drone development program. The prototype systems are scheduled to undergo testing by the Japan Maritime Self-Defense Force in early August before a final design is selected.

Japanese electronics giant Toshiba has also announced plans to jointly develop combat drones with startup Pro Drone, reflecting growing cooperation between established manufacturers and emerging defense technology firms.

Officials believe unmanned systems could help offset Japan's declining number of military personnel caused by the country's aging and shrinking population.

The white paper identifies China as Japan's most significant long-term strategic challenge, citing Beijing's expanding military presence in the Pacific Ocean and the East China Sea.

According to the report, Chinese naval activities near Japan have increased in both frequency and geographic scope, raising concerns in Tokyo about regional stability.

The Defense Ministry highlighted several recent developments, including the deployment of two Chinese aircraft carriers near the Pacific island of Iwo Jima and Chinese military exercises in which aircraft reportedly locked targeting radar onto Japanese aircraft during carrier operations near southwestern Japan.

The report also expresses concern over China's continued expansion of its nuclear arsenal, missile capabilities, and defense spending, describing the pace of military modernization as lacking sufficient transparency.

To strengthen its response, Japan has established a dedicated unit tasked with developing a comprehensive Pacific security strategy and enhancing preparedness for potential regional contingencies.

The defense review reiterates Japan's growing concern over the possibility of heightened tensions across the Taiwan Strait.

Tokyo has accelerated the deployment of long-range cruise missiles and reinforced military facilities across its southwestern islands in recent years, aiming to strengthen deterrence capabilities in nearby waters.

The report also warns that expanding military cooperation between China and Russia—including joint bomber patrols and naval operations around Japan—poses a serious challenge to regional security.

Meanwhile, North Korea remains an "increasingly serious and pressing threat," according to the white paper, with particular concern focused on Pyongyang's continued development of ballistic and hypersonic missiles, as well as its expanding military cooperation with Russia.

Alongside military modernization, the government is placing greater emphasis on strengthening Japan's domestic defense industry.

The report says technological innovation, domestic weapons production, and closer cooperation with defense partners are essential to maintaining national security.

To support these goals, Tokyo has expanded funding for defense-related research, startups, and dual-use technologies that can serve both civilian and military purposes.

Japan has also eased long-standing restrictions on defense exports, allowing domestic manufacturers to participate more actively in international defense projects.

Among the country's recent defense agreements are the joint development and planned transfer of upgraded Mogami-class frigates to Australia, discussions on similar cooperation with New Zealand, and an agreement to transfer retired destroyers to the Philippines.

Officials say such partnerships will help strengthen Japan's defense industrial base while deepening security cooperation with like-minded countries across the Indo-Pacific region.

The latest defense strategy reflects Japan's broader shift toward a more proactive security posture as it seeks to respond to evolving military technologies and an increasingly uncertain regional security environment. (ILKHA)
