Serkan Ramanlı, spokesperson for the Free Cause Party (HÜDA PAR) and Member of Parliament for Batman, said in an interview with the İlke News Agency (ILKHA) that practical disarmament must precede legal mechanisms designed to transition the long-running conflict into civilian politics.

"For the provisions in the content of this law to enter into force, the organization must truly have dissolved itself, and this must also be registered by confirmation mechanisms," Ramanlı said, referring to the PKK (Kurdistan Workers' Party), which has waged a four-decade insurgency against the Turkish state.

Ramanlı noted that while details of ongoing talks remain largely out of the public eye, official statements indicate that practical steps toward disarmament may be underway.

"From the statements made from time to time by government officials, as far as we understand, the organization appears to have entered into an organization to dissolve itself in practice as well, to empty the caves, and to surrender the weapons in their hands," he said.

Under the framework law, members of the group who have not been directly involved in killings could benefit from sentence reductions, suspended executions, and supervised release into society. However, Ramanlı acknowledged that further legal arrangements would eventually be needed for those involved in violent crimes.

"There will of course be a need for a regulation in the advancing processes for those involved in crime as well, but I think it is still early to talk about these," Ramanlı said.

Ramanlı emphasized that ending armed violence is only a prerequisite, arguing that lasting stability requires addressing the underlying Kurdish issue through broader constitutional, rights, and economic measures.

"The basis of all these extraordinary situations that we call the PKK today... lies in the fact that the Kurdish issue has not been resolved on the ground of justice," Ramanlı said. "If the Kurdish issue results in the coming period with the end of these weapons and violence... then of course there are many steps to be taken for the resolution... under the headings of language, identity, and regional development."

Decades of conflict have severely impacted southeastern Turkey, where local populations suffered under emergency regimes, village raids, and economic stagnation. While security conditions have improved over the past decade, Ramanlı urged targeted state investment to revitalize the region's economy and infrastructure.

He also cautioned against overreaching security policies, urging authorities to maintain public order without curtailing civil liberties.

"The essential thing is liberty, is freedom," Ramanlı said. "In the coming process, the struggle against those who commit crimes... must of course be carried out within the law. But this should also not turn into an understanding that will collectively limit the use of fundamental rights and freedoms." (ILKHA)
